The Housing Construction Incentive Programme (HCIP) is a New Housing Programme by the Ministry of Housing and Urban Development executed by the Housing Development Corporation. The New HCIP is intended to stimulate private construction in the housing sector by encouraging private developers to construct housing units to satisfy the current demand for affordable housing.

Eligibility For Participation

 Any person, developer, contractor or firms desirous of and whom can demonstrate the ability to finance, build and sell housing units in accordance with the HCIP specifications and guidelines.
  • Foreign participants who are registered locally or have legal arrangement with a registered local partner may participate in the programme.
  • Interested participants must purchase a registration package from the HDC’s head office located at 44-46 South Quay, Port of Spain.

Application for Participation

The Housing Construction Incentive Programme (HCIP) Package may be purchased by making a non-refundable payment TT $1,000.00 VAT inclusive, to the cashier, HDC’s head office located at 44-46 South Quay, Port of Spain, Trinidad by Cash, Linx or Manager’s Cheque.

After payment, packages may be collected at the HCIP Desk at the Reception Lobby, Ground Floor, HDC’s head office located at 44-46 South Quay, Port of Spain, from Tuesday 20th March, 2018 (excluding weekends and public holidays) from 8:15 a.m. to 3:45 p.m. with receipt as proof of payment.

Instructions for Submission of Packages

HCIP packages must be placed in a brown 10″ x 15″ envelope and must be submitted by hand to the box labelled, “Housing Construction Incentive Programme” Second Floor HDC’s head office located at 44-46 South Quay, Port of Spain Tuesday 20th March, 2018 (excluding weekends and public holidays) from 8:15 a.m. to 3:45 p.m.

In accordance with Sections 7, 8 and 9 of the Freedom of Information Act, 1999 (FOIA) the Ministry of Housing and Urban Development (MHUD) is required by law to publish the following statement, which lists the documents and information generally available to the public.
The FOIA gives members of the public:-
(1) A legal right for each person to access information held by the Ministry of Housing and Urban Development.
(2) A legal right for each person to have official information relating to him/her amended where it is incomplete, incorrect or misleading.
(3) A legal right to obtain reasons for adverse decisions made regarding an applicant’s request for information under FOIA.
(4) A legal right to complain to the Ombudsman and to apply to the High Court for Judicial Review to challenge adverse decisions made under the FOIA.
